KI Kompass — Luxembourg's National Staged Framework for AI in Schools

Luxembourg's Ministry of National Education, Childhood and Youth presented "KI Kompass" on 6 October 2025, a national strategic framework for AI use in schools, informed by a preparatory survey of roughly 4,000 students and 200 teachers on AI use and readiness.

The framework stages AI exposure by school level — "learn without AI" in early primary, progressing to "learn about AI" and "learn with AI" in upper grades — and pairs this with an online platform offering more than 80 IFEN teacher-training modules and an initial set of three ministry-validated AI tools, with phased expansion planned.

The framework operates within Luxembourg's implementation of the EU AI Act, under which the national data-protection authority (CNPD) holds a general coordinating role for AI matters in the country; independent reporting documents this national CNPD mandate, though no source directly ties a formal CNPD enforcement role to KI Kompass specifically.

As of the source dates, KI Kompass was a proposed framework under stakeholder consultation (through December 2025) rather than binding regulation; finalised guidelines and a teacher conference followed in January 2026, but no fines, audits or enforcement actions have been identified.
