Context

Rising discrimination, racism and intolerance in Europe — fuelled by economic crisis and amplified online — disproportionately targets low socio-economic-status youth and vulnerable groups such as migrants and refugees. MEET, funded by Erasmus+ (2016–2018) and led by Università degli Studi di Firenze, used media education as a strategy to counter this.

Objectives

Build a European community of intercultural media-education practitioners (cultural mediators, researchers, teachers, students) and co-design media-education practices grounded in equity, tolerance, social justice and solidarity, mainly for disadvantaged youth aged 13–19 including migrants and refugees.

Activities

Teachers and students in 5 countries took part in an action-research process to co-design inter-cultural media-education practices. The project produced a piloted methodology and toolkit (with implementation guidelines), an educational documentary, policy recommendations and scientific papers, and involved associated partners in Italy (City of Prato), Austria (Vienna Ombud for children and youth), Belgium (Action Ciné Medias Jeunes), Germany (klicksafe) and Slovenia (National Education Institute).

Conclusions

An evaluation report was produced as part of the Erasmus+ project deliverables (available via the EU Erasmus+ portal), but its methodology and findings are not detailed in this practice record, so this is treated conservatively as a descriptive account.

Implementation

Indicative cost
Medium (€50k–€500k) — University-led transnational consortium with 15 operational staff producing a toolkit, documentary and policy outputs across 5 countries — a moderate-cost programme typical of Erasmus+ KA3 policy-experimentation projects.
Time to results
Medium (1–3 years) — Ran November 2016 to February 2019, roughly 2 years 3 months.
Staffing & skills
Cultural mediators, researchers, teachers/educators, 15 operational staff across the university-led consortium

Conditions for success

  • Multi-country piloting (5 countries) with local associated partners (municipalities, ombuds offices, media-literacy bodies)
  • A toolkit with implementation guidelines, lowering the barrier for teachers to adopt the methodology
  • Action-research design that co-produces practices with teachers and students rather than imposing a fixed curriculum

Common failure modes

  • Depends on teacher engagement in a fairly intensive co-design/action-research process
  • Evaluation report findings are not detailed in this record, limiting independent verification here
  • Addresses attitudes/practice rather than a directly measurable behavioural outcome
