Description

Bishkek City Hall's municipal enterprise, the Center for Digital Technologies, developed "My City" (Russian: Moy Gorod; Kyrgyz: Menin Shaarym), a smartphone app that consolidates a growing list of municipal interactions in one place: residents can report problems and track their status, follow public bus locations and plan routes including night routes, pay utility bills for gas, electricity, water and waste collection, request vehicle-evacuation information, apply for excavation permits, register burials and, more recently, rent municipal property.
By August 2026 city officials reported 573,000 active users and more than 1.5 million cumulative downloads, up from roughly 490,000 active users and 800,000 downloads a year earlier. The volume of citizen requests handled through the app rose from about 9,000 in 2023 to 18,000 in 2024, with officials projecting roughly 25,000 for 2025. The app also gives city hall an internal dashboard showing, in real time, how many requests each municipal department or enterprise has received and resolved, intended to increase accountability for response times.
The figures come from Bishkek City Hall itself and from local press coverage of officials' public statements, not from an independent audit or user-satisfaction survey, so growth in downloads and requests is not the same as evidence of service-quality improvement. The app is also built and run entirely in-house by the municipality rather than through an external partnership, and no other city is yet documented as having adopted the same model.
