Description

A papyrus and Miscanthidium swamp along the Nakivubo Channel has historically filtered stormwater and partially treated sewage from Kampala before it reaches Inner Murchison Bay on Lake Victoria. Peer-reviewed research by Kansiime and Nalubega found that well-preserved papyrus zones removed up to 67% of nitrogen, 67% of phosphorus and 99.3% of faecal coliform bacteria from water passing through, and a 1999 IUCN economic valuation — which helped block a government plan to drain the wetland for development — estimated its water-purification function at US$1,500–2,900 per hectare per year, representing about 90% of the wetland's total economic value.
That original promise has since eroded substantially. A 2016 World Bank / Kampala Capital City Authority assessment found the wetland's functionally vegetated area had shrunk from over 500 hectares before 1923 to roughly 90 hectares by 2015, with more than half of the remaining vegetation lost between 2002 and 2014 alone to industrial development, informal settlement and cultivation that broke apart the floating root mat. A 2015 Makerere University-led study of water, sediment and soil in the area found heavy microbial and heavy-metal contamination linked to sewage-works effluent and roughly 12,000 informal-settlement residents discharging untreated waste directly into the wetland.
The World Bank assessment concluded the degraded wetland no longer provides a meaningful water-quality benefit to Inner Murchison Bay, which has become hypertrophic with toxic algal blooms, and estimated that restoring the treatment function would require a roughly $53 million engineering-plus-wetland intervention. Nakivubo is included here as an evidence-based cautionary case: a well-documented instance of a natural ecosystem service being valued, nearly saved by that valuation, and then substantially lost to unmanaged encroachment.
