Malta's public-facing service agency, servizz.gov, under the Ministry for the Public Service, operates an AI-driven "chat bubble" on its servizz.gov portal that helps citizens navigate applications, social security schemes, and European Health Insurance Card requests. By September 2023, CEO Massimo Vella reported that around 40,000 people had used the chatbot in the first eight months of that year, with most conversations concentrated after 8–9pm, when government offices are closed — evidence that the tool captures genuine after-hours self-service demand rather than merely substituting for a helpdesk.
