Description

Techleap.nl is the Amsterdam-based, government-mandated booster organisation for the Dutch startup and scale-up ecosystem, launched in July 2019 as a rebrand of StartupDelta (which ran from 2015), and funded by the Ministry of Economic Affairs and Climate. Its flagship scale-up programme, Rise, launched in 2020: an eight-week cohort for six to nine companies at a similar growth stage, offering a dedicated entrepreneur-in-residence mentor, 'buyer room' access to executives at corporates such as Miro, Booking.com and Picnic, and a four-day investor trip to San Francisco. Techleap takes no equity; companies pay a flat €10,000 fee and are expected to have raised roughly €10 million or more with about 100% year-on-year growth.

By Techleap's own count, Rise has run 16 batches and worked with 151 companies since 2020, reporting an internal Net Promoter Score of 89 — figures published on Techleap's own site, with no independent audit of the programme itself found. Techleap separately self-publishes an annual 'State of Dutch Tech' report; the 2025 edition cited roughly €2.6 billion invested in Dutch tech that year and around 135,000 domestic jobs, though these are organisation-authored ecosystem estimates, not Rise-specific outcomes.

What sets this practice apart is a genuinely independent evaluation: the Dutch government commissioned consultancy Birch and Utrecht University to assess StartupDelta and Techleap.nl over 2015–2022, publishing the result in April 2023 and formally submitting it to parliament. The evaluators concluded the causal, quantifiable impact on scale-up growth 'could not be established', while judging that the programmes had qualitatively raised the ecosystem's visibility and reach. Partly on this basis, the ministry cut Techleap's core subsidy from roughly €35 million (2020–2023) to €15 million (2023–2026), and by 2026 Techleap was reported to be splitting into separate public and private entities — a rare case of a scale-up support programme being scaled back after formal evaluation rather than expanded.
