What works in Rwanda

Rwanda has implemented several evidence-based programmes that address gender equity, land security, and digital inclusion. Rwanda's Land Tenure Regularization Programme achieved near-universal land titling by 2013 and found female-headed households were roughly 19 percentage points more likely to invest in soil and water conservation, indicating that securing women's tenure rights generated strong economic responses. Rwanda's Constitutional Gender Quota raised women's parliamentary representation to 63.8% by 2024—the world's highest—while Bandebereho, a fathers' programme, reduced intimate-partner violence from 57% to 33% and increased men's unpaid care work by roughly one hour per day. Digital access has been expanded through the Digital Ambassadors Programme, which trained 1.56 million citizens and raised public e-service adoption from 30% to 73% across all districts.
