Portugal's Social Security cross-references birth, residency and income data across agencies to auto-attribute child family allowance, cutting processing time from 30 to 2 days; 2026 reforms extend automatic payment to single-parent, foreign and separated-parent households.
Since 2024, Portugal's Instituto da Segurança Social has automatically enrolled parents for the child family allowance (Abono de Família) by cross-referencing birth registration, residency, identity, household and social-security-contribution records across government agencies, rather than requiring a manual application.
Eligible parents receive pre-filled attribution proposals through the Segurança Social Direta portal and must confirm them within 30 days; in July 2026 the government announced plans to extend the automatic scheme in 2026 to single-parent families, foreign residents and separated parents.
Processing time fell from 30 days to 2 days. Early in the rollout, around 22,500 parents were enrolled, with 15,300 account requests submitted and 7,200 accepted, against a potential national pool of over 1 million beneficiaries. The mechanism is described as rules-based data cross-referencing rather than machine learning, and no independent error-rate audit has been published.
