TR51ODTÜ Teknokent (METU Technopark) in Ankara originated from a 1987-1990 university incubation initiative at the Middle East Technical University, developed with World Bank feasibility support and collaboration with Turkey's KOSGEB SME agency, modeled on US and UK science parks; it became Turkey's first legally designated technology development zone in 2001 under Law No. 4691.
The aim was to convert university research into market-ready technology firms, providing R&D space and a legal/tax framework to help academic spin-offs and technology companies grow from campus incubation into export-oriented businesses.
Managed by ODTÜ Teknokent Yönetim A.Ş., the park has grown into a multi-building 170,000 m² R&D campus hosting defence, software, telecommunications and information-security firms, with about 70% of its 450+ tenant companies founded on-site.
As of the most recent available figures (2017-2019), the technopark reported 450+ tenant firms employing over 10,000 people (90% university graduates), $1.3 billion in cumulative technology exports, and 13 billion Turkish lira in domestic technology sales by end of 2017; notable exits include OpsGenie, acquired by Atlassian for $295 million.
The technopark's legal model (Law No. 4691, 2001) was subsequently replicated across dozens of other Turkish technoparks, though most granular performance data is self-reported by park management rather than independently audited.
