Ukraine's Center for Countering Disinformation uses the privately built Osavul AI platform to scan social media for Russian-linked disinformation campaigns, including fabricated videos, though metrics come mainly from the vendor and no independent accuracy audit exists.
Ukraine's Center for Countering Disinformation (CCD), a working body of the National Security and Defense Council (NSDC) established in March 2021, has used the Osavul software platform since around 2022 to scan social media and messaging channels for narrative patterns linked to Russian information operations.
The AI/NLP system helps CCD analysts identify coordinated inauthentic campaigns — including AI-generated deepfakes and fabricated content — faster than manual review would allow, feeding into Ukraine's wartime information-security response.
Osavul, the Kyiv-based startup behind the platform, raised $1 million in seed funding from the SMRK fund in 2023, and its tool is provided to CCD and other Ukrainian defense-sector bodies.
Public examples of detected campaigns — such as fabricated BBC-branded videos and AI-amplified propaganda narratives — have been reported by policy outlets including the Global Governance Forum and European tech press.
This is not a government-built AI system: the underlying technology is owned and operated by a private vendor, and most public claims about its capabilities originate from Osavul and its investors rather than an independent evaluator or CCD's own technical disclosures. No published accuracy, precision or false-positive rate exists, and Ukrainian media have separately raised concerns about CCD's own consistency in labeling domestic content as disinformation.
